The main assessment strategies to assess knowledge, competencies and skills are feedback, the class structure, the syllabus and the assignments. Class structure The structure of the class is another strategy to assess learnersââ¬â¢ skills and competencies. In order to assess knowledge and skills, the tutor employs the case content to cover learning skills and to foster studentââ¬â¢s self awareness for learning. The tutor also uses short activities from time to time to teach students on how to use supplementary materials, learn how to read and summarize texts (Heritage, 2007). Under the class structure, the tutor helps students to form small groups, which the students use in learning groups and team skills. The small groups can be for learning inside or outside classroom. Usually, learners do not have the skills and compet encies to work effectively in groups. Facilitating small groups prompts students to be familiar with problems that can happen when working in groups. Facilitating small student groups also helps students to have ideas on how to address group conflicts (Ensino, nd). Small groups are essentially noteworthy in helping students to prepare for the work environment as they will work in teams in an organizational setting. Assignments Assignments are a core factor used to assess learnersââ¬â¢ skills and competencies. Well designed assignments engage students in authentic learning tasks. Assignments may be in different forms such as paperless assignments, written assignments, practical assignments where students pursuing technical courses like music may participate in live singing and concerts. Assignments build up study initiatives in students. Assignments also create a sense of responsibility related to completing their homework (Ensino, nd). Music Today: Entertainment or Influence to Murder? Teen violence, murder, suicide; they seem to be becoming more and more rampant everyday. The media, as well as concerned, angry parents, look everywhere to find someone to blame for these tragedies. Their fingers are pointed in the direction of many music entertainers. Artists and performers are being badgered everyday for their lyrics and image they create for their fans. Can music really influence someone to acts of violence? Maybe, to the mentally unstable or uneducated. Is music at fault for these acts of violence? Absolutely not. It cannot be blamed for the crimes of obvious psychotic adolescents. The music business, mainly ââ¬Å"deathâ⬠metal, has been said to be at fault for major tragedies, for example the Columbine High School Shootings. In fact, one media spokesperson even related the two killers to Marilyn Manson because they were apparently dressed like him. This constant distraction of pointing the blame on someone else just strays our focus on the real causes. Mus ic can directly express the personality of many individuals. The way the dress, the way they talk. Overall it expresses the way a person feels. However, can music be blamed for the actions some of itââ¬â¢s listeners my take? Over the past ten years or so, music has been the scapegoat to many murders, acts of violence, and sexual abuse for many years now. Many cases have now opened with the introduction of Death Metal to music world. Since many murders are now rampant within young children and teenagers, there must be someone to blame for them. One example is in 1995 the Death Metal band Slayer was blamed for encouraging Royce Casery, Joseph Fiorella, and Jacob Delashmutt to torture and kill Elyse Pahler, 15-years-old. The parents of Pahler blame the disgusting lyrics of Slayer to the crime. The three boys, all fans of Slayer and bands of their stature, were all found guilty and are still serving time in jail. The Pahlerââ¬â¢s tried suing both the band, and the record companies for making these albums available to young teens. However, the courts threw out all the accusations against Slayer and the record companies, with right cause. The music didnââ¬â¢t kill their daughter, the three boys did and a re now serving their time (Horn, 1). Another case noted, 17-year-old Jay Fieldon Howell was arrested for stabbing a girl in the neck. The girl survived, but ... ...r what he does with it? Or if heââ¬â¢s a teenager, should someone else be blamed because he isnââ¬â¢t as enlightened as an eighteen-year-old (Manson, 4)?â⬠There should be no praise for death in this world, whether it be in war or just cold blooded murder. So is entertainment to blame for all these acts of violence, murder, and sexual abuse? How Successful Were the Liberal Governments of 1896 to 1915 in Dealing with the Problems They Faced?
In the period 1896 ââ¬â 1915, the condition of Italy was relatively in a terrible state in many ways with various political, economic and social problems that hindered the countryââ¬â¢s progress. Italyââ¬â¢s Liberal Governments during this period were generally very unsuccessful in dealing with these inherited and growing problems clearly contributing to the end of Liberalism in Italy. More so, the Liberal Government under the rule of Giolitti saw Italy progressing in some circumstances regarding the socio-economic concerns. Nonetheless, it is very comprehensible that the Liberal Governments lacked solving the problems that they faced.The Liberal Governmentââ¬â¢s major issue following unification was Italyââ¬â¢s economic progress due to various problems. The economic situation in Italy after Unification was lacking modern communications such as roads due to a limited degree of industrialisation. This was a huge problem for the Liberalââ¬â¢s to solve because it mean t that Italy was industrially declined in comparison to most of Europe. As of this decline, the Liberalââ¬â¢s tried to put an end to the Economic backwardness by increasing industrial production. This occurred by essentially increasing the percentage of the workforce in industry.Industrial giants such as Fiat and Pirelli employed more workers to help contribute to the increased percentage working in industry from 13% in 1871 to 23% in 1913. This proved successful for the Liberalââ¬â¢s in ways that they improved industrial output. However, the workforce for industry being 23% was still approximately half than that of the workforce for agriculture being 57%. Accordingly, the Liberal Government did not heavily improve industrialisation successfully. Moreover, this increase in industrial workforce did prove to widen the north-south divide socially because of industry situating mainly in the north of Italy.To conclude, you would say that the Liberal Government failed to deal with t his inherited problem although it did increase the industrial workforce but insignificantly achieving their aim. Thus, you would deduce that it left Italy with little preparation for war and accordingly the social problems that were caused. It appears to be that the Liberal Government had worsened the north-south divide caused by their merely achieved aim in improving industry. Heavy tariffs and taxes on Italian exports also enforced by the Liberals completely ended Italian export industries especially in silk trade.Judging this, unemployment increased primarily in the south causing social unrest. The Governmentââ¬â¢s improved industrial development had also caused redistribution of the population all over Italy, densely populating the towns and cities that were not prepared for this overcrowding and influx. As of this, the enforced economic changes, Italy had an augmenting number of social problems combining with the Liberal Governmentââ¬â¢s inherited problems. Firstly, this was the great north-south divide that was very difficult to unite due to the south being extremely backward and poor and the north being more developed in every way.This social inequality is clearly outlined in reasonable living standards in the north but widespread low living standards of the south. The governmentââ¬â¢s inherited social problem was also education. The north had improving education standards ââ¬â with high literacy rates however, this was clearly inverse to the southââ¬â¢s high illiteracy rates figuring over 88% and low education levels. As a result, the Government dealt with this, by trying to improve education in the south and so by 1913, the percentage of illiteracy had decreased to 65. 3% proving a successful improvement.One of Giolittiââ¬â¢s policies of reform was to make anti-malarial drugs free especially in poverty struck areas of the south. This policy had considerably improved the health for most people in the south of Italy. Furthermore, ther e was a more obvious inherited problem for the Liberalââ¬â¢s. This was the percentage of the population who spoke the Italian language, because only 2. 5% spoke it. This occurred due to the Italians speaking their regional languages in states like Venice and Rome. Prior to these inherited problems, we would conclude that the Government had hugely reduced adult illiteracy rates especially in the south from 88% to 65. %. The Liberals had also efficiently improved health services especially in the south by enforcing free anti-malaria drugs mainly in the southern areas of Italy. However, the Liberalââ¬â¢s had failed in solving all of the problems because of factors such as unemployment remaining high and the southern problem still remaining prevalent on a whole. Although, it is fair to judge that the Liberal Government was fairly successful in dealing with the various social problems it had faced causing significant improvements as stated before.However, the outstanding social pro blems had led to an increase in the support of socialism and also leading to an increased fear of communism stressing political problems for the Liberal Governments to deal with. The Liberals had dominated politics generally for a long period of time. However the Liberal Government had lost out on support hugely by 1915 under Giolitionism. The Liberal Governmentââ¬â¢s general aims were to stabilise Italian politics, end the church state division and obviously gain support for Liberalism.This is true in every way, because only 2% of the population (middle class/wealthy landowners) elected from the North of Italy. This clearly meant that the Liberal Governmentââ¬â¢s aim was to maximise their support for a sustained period of time. However, in some cases of Giolittionism, the Liberals have been too geared to the needs of the wealthy and have not met the needs of the poor. This meant that the Liberalââ¬â¢s had to try and work for the benefit of the poor and other groups includi ng moderate socialists and Catholics to deal with this problem i. . Transformismo. However this proposed ââ¬Å"fair governmentâ⬠did not solve the major political issue, which were the differences between these other groups and the Liberal Government that was clearly outstanding under Giolittiââ¬â¢s political system. This made it fairly easy for Giolitti to lose support when enforcing policies and so the Liberal Governments fell through fairly quickly on a whole. From what I can judge from the Liberal Political system, there were various threats posed against the Liberal Governments from the far left and far right.This was because the working class solely turned their support to other groups who also wanted reform and revolt. As to this, the Liberal Governmentââ¬â¢s failed terribly in successfully dealing with political problems in the period 1896-1915. This was because of not being able to improve the political system for the benefit of other groups thus leaving politic s stagnated outlining their failure. Overall, from what I can conclude, we can say that the Liberal Governments had not successfully dealt with the problems they faced in the period 1896-1915.This had ranged from their control of society which, although experienced in some case a slight improvement but in every case failed terribly in improving the main north-south divide that outlined Italyââ¬â¢s divide in society. Their control over the economy had responded to some sort of improvement in terms of industrialisation, yet they still lacked in efficiently industrialising the country for a war or modernisation. Furthermore, we can deduce that the Liberalââ¬â¢s were ineffective in predominantly improving the political system for which lead to the end of Liberalism in Italian politics.

Love the Little Things
Love the Little Things Last summer, I made the mistake of letting my friends, Tyler and Calvin, talk me into going camping for the weekend! While I did feel a tinge of excitement, the overwhelming feeling I had in the pit of my gut what that of anxiousness. I had never been camping before in my life! So many thoughts such as, ââ¬Å"What if it rains? â⬠ââ¬Å"What if an animal attacks our site? â⬠just kept racing through my mind. However, when they guys came to get me that morning and I saw all of the supplies and food they had brought with them, for our three day camping extravaganza, I knew everything was going to be okay.Boy, how wrong I was! Even with the best planning, camping can be an extremely frustrating experience do to uncontrolled factors such as poor weather, encounters with wildlife, and equipment failures. When envisioning the perfect camping trip, it is likely that good, sunny, weather outweighs a vision of a cold, rainy, forecast. However, not every campe r is so lucky. They may begin their journey with clear blue skies, but the closer they come to their destination, the more gray and cloudy the skies become.Once arriving at their campsite, they may be forced to set up their shelter in the pouring down rain! This may not seem like a very hard task to accomplish, but when you have to focus on not only getting the tent set up, but not tracking any mud inside, and getting the sleeping bags set-up without getting them soaking wet, it can become quite a challenge! If the sleeping bags do become wet from the rain, the cold also becomes a major factor. This is because when camping, there are two sources of heat available. One is fire, and the other is a campers sleeping bag.However, if it is already raining and windy outside, the chances of being able to use the first source of heat is highly unlikely. In this case, campers turn to their sleeping bags for warmth. If these are also wet, like the logs a camper would use to start a fire, then the sleeping bag is unfortunately, no source of heat either. While it is advised that campers check the weekend forecast before embarking on their trip, it isnââ¬â¢t always guaranteed to be accurate, and campers should still try to plan ahead for these kind of situations.Another problem campers are likely to be faced with is wildlife. Although not all wildlife the campers may encounter will cause a nuisance. Such as birds, rabbits, or squirrels. Some of the wildlife may be a different story. Wildlife like this may include mosquitoes, raccoons, and snakes. Mosquitoes cause many problems for campers if the proper bug repellent is not used. They bite human flesh, and leave behind an unruly urge to scratch at oneself all night. Only causing the itching sensation to increase even more!While Raccoons may not always directly interfere with campers, it does not mean they arenââ¬â¢t just as capable of causing an equal amount of problems. They often travel in groups of two or three, and become the most active at night. The campsite of an unsuspecting, inexperienced, camper can make the perfect place for these naughty rascalls to find dinner. Especially if this camper has forgotten to seal up their food in its proper containers, or if they forgot to zip their tent completely shut. For raccoons will break into anything they can get into in order to feed themselves.Snakes can also be a problem for the unsuspecting camper if they get inside the tent. Once inside, they will slither into sleeping bags or a pile of clothes to sleep, and hide from the elements. In some cases, the discovery of an animal like this could be fatal. Run-ins with wildlife like this can range from unpleasant, to dangerous, in a matter of seconds. However, the camper must realize that some of these encounters are inevitable. In addition, probably one of the most frustrating, yet least serious, problems a camper may face is equipment failures.Although all campers seem to encounter problems such as these at one time or another. They seem to mostly affect the, ââ¬Å"first time camper. â⬠They may get a late start getting on the road to their campsite, and by the time they arrive it is already getting dark. Then they must begin their attempt to construct the tent they will be using as shelter, while they can barely see what they are doing. While it looks fine in the dim light of the fire, during the night the campers awaken to a loud crash, and then feel something heavy on top of them. It was the tent collapsing.Sleepily, the campers are forced to exit the tent and try to find a way to fix it in the dark of night. However, there is no fixing. The rods to hold the frame of the tent have snapped, and the waterproof seal has been broken from the campers not zipping the doors and windows shut all the way before using it. Totally disgusted form the events prior, the campers decide to just pack up and head on home. Although equipment failures might not seem very serious, for ca mpers who have had to deal with bad weather, and annoying wildlife, these failures can shred any remaining hope of a peaceful camping trip!These three types of problems can be experienced while camping anywhere. Until someone is able to figure out how to control the weather, get rid of pesky wildlife, or not experience equipment failures, all campers will continue to shake their heads in frustration, because these things happen. If you want to be able to enjoy camping and make it a memorable experience for yourself, you need to be able to laugh at bad weather, enjoy annoying wildlife, and accept issues with your equipment, or you will always be frustrated and unhappy.

That is because different objects are observed in different ways by different people. This is why some people believe that beauty is something that is defined according to the experiences that one has had. Even though everyone knows what beauty is, many people struggle to define it and convince others to concur with their views. The idea of beauty is not just a physical appearance of a person or object. Rather, it is an understanding that gives some perceptual experience to oneââ¬â¢s eyes, ears, intellect, and moral sense. We have also managed to identify that our client is noncompliant with regards to her health beliefs and value system, powerlessness related to inability to make decisions with respect to taking appropriate health actions and interrupted family processes related to conflict between family members. Characteristics such as this have managed to add an additional problem in affecting her health. Though we managed to provide nursing interventions on several problems, we had also identified several risks such as risk for inadequate tissue perfusion r/t decreased cellular components required for the delivery of oxygen or nutrients to the cells s/t anemia and another risk like anemia related to her ineffective health maintenance. In a time of in our care, all things identified were provided with an intervention. Interventions that are not merely dependent but also independent. And through evaluation, certain goals were met upon our care. Teenage pregnancy will always have higher risks for acquiring anemia. Comparison of Stakeholder Theories Compare and contrast stakeholder and stockholder theories. Discuss how each relates to ethics and regulation. The shareholder theory was described initially by Milton Friedman and it states the traditional view that the maximisation of financial value for shareholders is the ultimate goal of the business (Mansell, 2013). The central idiom of shareholder theory implies that long-term cash surpluses increase shareholder value (Rausch, 2011). Smith (2003), writes describing some of the misconceptions regarding Shareholder theory clarifying that the increase of profits is clearly restrained by legality. Additionally, there exists the perspective that under shareholder theory, charitable donations are discouraged as they would directly reduce profits however they are supported within the constraints of available capital. Stakeholder theory was described initially by Edward Freeman and it states that a company has a duty of responsibility to an extended group described as stakeholders. Stakeholders include all individuals which may be affected by the activities of the company for example shareholders, employees, customers, and competitors. According to Kaler (2006), stakeholder theory has two main ethical functions-firstly, it proposes distributive fairness within a capitalist framework, by distribution of profits to non-shareholder interests as opposed to the shareholders only, and secondly it promotes the concept of corporate social responsibility which produces ethical pressure for companies to adopt obligations to society that transcend shareholder appeasement. According to Smith (2003) the fundamental distinction between shareholder and stakeholder theory is that stakeholder theory stresses that stakeholder interests are considered even if profits are diminished as a consequence however as all interests are represented and as this includes the shareholders, there is still a requirement to show a profit without which the business would fail. According to Mansell (2013), it is possible for an organization to maintain and uphold the ethical principles, described in the shareholder theory model, whilst simultaneously upholding those described in the stakeholder theory model by modifying the traditional credo to extend the tenet regarding sole stakeholder focus being maximization of shareholder profit. This is achieved by questioning if the concept of corporate duty to achieve happiness of any non-shareholder contravenes shareholder theory. When looking at behaviour from an ethical perspective the question is asked are these actions reflective of virtuous behaviour and is it representative of the type of business the bank aspires to. This is similar to deontological theory from the perspective in that its characteristics are intentional. According to Melchert (2006), consequentialism is a utilitarian moral philosophy in which actions are categorized as morally acceptable or unacceptable according to their consequences. This theory opposes Deontological theory in that the deontological approach is to judge according to the intention of the individual rather than the consequence of the action whereas the action in consequentialism is absolute. According to Gravel and Moyes (2013), welfarism describes a number of normative approaches which rank social states based upon the distribution of welfare levels. An prime example of one of these approaches is utilitarianism, Utilitarianism has its roots in early Greek philosophers who reasoned that the best life is one that causes the least amount of suffering. Utilitarian theory states the principle focus is maximizing utility. In the field of business ethics, utility equates to the increase in happiness with the reduction of suffering. Ethical egoism is often described as the traditional business model (Debeljak and Krkac, 2008) who debated that opposing the concept of Friedman that the only goal in business is the generation of profit, there are ethics in business namely egoistic business ethics. As is the case in business and other interests, additional factors are essential besides self-interest such as the right to exercise freedom of choice and continuous concern. Realization From what I see, I am nothing special, nothing out of the ordinary. Nothing has happened to me my whole life that hasnââ¬â¢t happened to nearly everybody else on this planet. Except that I met Brian. Being in his arms were some of the happiest times I had ever experienced. I could look deep into his eyes and be enchanted forever. Being with him changed my soul. I felt his love prying apart the hard shell of shyness that encircled me. His trust, his love and his support for me lifted me from the earth and gently sent me into the clouds. He cast off the chains I had given myself. Through him I learned a new insight about the world. It was as if a tall, dark mountain had stood in front of me, and out of nowhere, he provided the wings to fly over it. We met at my work. We started dating each other and seeing more and more of each other every day, not knowing that we were falling in love. Soon we became a couple. Our relationship was everything it should have been, almost as if our tim e together had been written for a novel. We grew closer and closer during the school year. We would go to the movies, go out to eat, go shopping and most of all be with each other for a long time. I could hardly sleep at night, just anticipating the next time I would see him and the upcoming weekend we would be together. As you begin the book you are given these ideas of darkness as you become consumed in the memories and stories of the characters. The characters of the book could definitely feel this tone even one who had never been in the house such as Paul D when he says, ââ¬Å"Good Godâ⬠¦ What kind Of evil you got in here? â⬠p. 8 as he took his first steps Into 124. This tone takes up a good part of the beginning of the book as it sets up the trailing tone of a good majority of the beginning of the book.As you read further into the book you find out more about all of the characters pasts and all of the torture, rape, and cruelty they were made to endure. These memories slightly shift the tone to become gloom. Other then the times when Beloved needed her, Seethe confided herself to a corner chair. â⬠p. 292 was the effect of these memories on Seethe. As though through these memories that Seethe couldn't let go her life seemed to be sucked like a leech from a host. Beloved was a hum an embodiment of the memories thatSeethe latched unto and couldn't relinquish though she tried her hardest to forget. This gives off a tone of gloom and despair as you read further into the horrible cruel lives of the characters. ââ¬Å"Seethe me and you we got more yesterday than anybody. We need some kind of tomorrow? P. 320 says Paul D as the book closes whose words portray the tone of the end of the book. The Good Governance In Public Sectors Politics Essay Principles of good governance in the public sector are very important because it builds a relationship with people in the community. These principles are based on support, respect, communication, fairness, predictability and competence. The first section of this essay will discuss all of them in detail because they all lead into each other. Support is a good principle because if you do not support the public they could turn on you and put someone else in power that will support them and listen to their needs. Support helps build confidence in the public sector by giving the people what they need and want. If the people are happy with you, you will gain their respect, which leads to my next point. Respect begets respect because without it, you could be put out of power, but if you respect the public, the public will respect you and the decisions you have made. You could also get ideas from the public if you listen to and respect their input, which helps you tend to their needs and wants. This could also help you in staying in power for a longer period because you are communicating with the public, which brings in my next point communication. Communication is the interaction of people, who create meaningful interaction together as a team. This is very important in the public sector because you need to communicate with th e public and receive feedback from them before you can make decisions on any matter. The reason for this is so you can make the right decisions. In this way, the communities are happy and know that they are being treated fairly. Fairness is my next point. Fairness is important because you have to treat everyone equally. You do this because it is right to give everybody an equal say in what is happening because they are the ones who have to live with the choices made. Furthermore, if the community gives an idea that you use, give the community the credit and recognition that they deserve. In this way, the community will say that you are fair in your decision-making processes. So, always consider what everyone has to say and be fair to all of them by giving everyone a fair chance. My next point is predictability. Predictability means that you know what someone is going to do before thy do it. In the public sector, it is good because if you know what problems are going to arise, you ca n have an effective plan to deal with the problem before it becomes severe. You can predict what the peoples needs and wants are and supply it to them without wasting any time. This leads into my final topic, which is competence. Competence is the ability to do something very well. It is important because you have to know what you need to do for your job and you need to do it right. If you are competent, the community will see that you know what you are doing and they will trust you and the decisions that you make because they will believe that you have their best interests at heart. There are three separations of powers in the government. They are legislative authority, executive authority and judicial authority. They all have different responsibilities and duties to the public and this section will discuss all of them. To start, legislative authority is going to be discussed. The legislative authority in a democratic society is responsible for the orderly conduct of that society. Legislative authority plays a leading role in the process of state administration, by means of the law of the country and the budget of the rising expenditure and revenue. Parliament is the legislative authority of South Africa. Therefore, the legislative authority has the power to create laws for the country in accordance with the Constitution. It consists of the National Assembly, the National Council of provinces and sittings are open to the public. These laws apply only in the boundaries of the province. The following are some of the functional domains with regard to which the prov inces can make laws: agriculture, environment and local government. The legislative authority at local government level is vested in the municipal council which has the power to make bylaws. Such bylaws may not be inconsistent with the provisions of the Constitution. (Van der Waldt and Du Toit, 1999:146) This ends legislative authority and continues with judicial authority. Judicial authorities main goal is to guarantee the rights and freedoms of the individual and to preserve the sovereignty of the lawà ¢Ã¢â ¬Ã ¦Judicial authority of the Republic vests in the courts. The judiciary is independent, impartial and subject only to the Constitutions and the law. No person and no organ of state may interfere with judicial officers in the performance of their functions. (Van der Waldt and Du Toit, 1999:147) The judicial authority of the Republic vests in the courts, the Constitutional Court, Supreme Court, the Magistrates Court and other courts. The judicial authority has the power to give more rights to the people. Some of the rights they gave are the right to life, the right to human dignity, the right to privacy and many more. Judicial authority has a definite influence on the Public Protector. The executive authority is the next and final power. The executive authority consists of a variety of public executive institutions established by some law or government decision and which are financial either wholly or partly from state funds. These executive institutions are referred to as the public service. The public has to execute the laws of the country and function as part of the public sector. (Van der Waldt and Du Toit, 1999:153) All the powers are different and the have there own goal in mind but all are linked to one greater goal and that is to make South Africa a better place. Every government institution makes an indispensable contribution to the ultimate goal of the state, namely the advancement of the general welfare of society. For this reason, there is a relationship of interdependence between the respective government structures and institutions. This relationship of interdependence implies interaction between the respective government structures and institutions. (Van der Waldt and Du Toit, 1999:161) Coordination and liaison between the respective authorities and executive institutions, is of great importance. To date, a number of intergovernmental structures have been told to promote and facilitate co-operative government and intergovernmental relations between the respective spheres of government. (Van der Waldt and Du Toit, 1999:162) These include an Intergovernmental Forum (IGF), Ministerial Forums, Intergovernmental Forums and the Department of Constitutional Development. Approaches to governmental relations are Constitutional or legal approach , Democratic approach, Financial approach and Normative operational approach. Vertical intergovernmental relations can be divided into three. They are relations between the central government and provincial governments, relations between the central government and local governments and relations between the provincial government and local governments. Horizontal relations between government institutions refer to relations between institutions at the same level, and they are particularly important for public managers. At local government level, horizontal relations take place mainly through, among others things, municipal associations and cooperation agreements. (Van der Waldt and Du Toit, 1999:164) Extra-governmental relations are relations between government institutions and external institutions. (Van der Waldt and Du Toit, 1999:164) The categories of relations that can be distinguished are social, politics, economics and institutional. There are four factors that may influence go vernmental relations, they are organisation of government institutions, decentralisation, fiscal and financial variables and personnel and human resources problems. Public versus private management. The differences and similarities. Private businesses are run for a profit and public institutions are not, but they are run for the general welfare. In the private sector, the various businesses compete with one another but the public institutions are basically monoplies. Private businesses can become involved in any activity not prohibited by legislations, while public institutions may only carry out functions or exercise competencies expressly delegated to them by the laws of our country. The nature and scope of services or products provided by the public sector are smaller in extent than those provided by government institutions. The transactions of private institutions usually known only to the owner or shareholder and are not divulged to the public while the actions of public institutions should always take place in the open.(Southern Business School, 2007:73) The differences are that legislation plays a prominent role; it is financed by the pub lic funds and is not non profit-oriented; it is directed by politics; accountability to the public is of prime importance; the focus in the public sector; the principles of public administration plays an important role and the method of allocating functions in the public sector is frequently based more on political considerations that on pure efficiency. The similarities are both comprise people and fixed personnel regulations are therefore required, work programmes methods and systems are the same, organisational arrangements and structures for providing time and staff functions delegation of authority coordination and communication are more or less the same, management principals, techniques, functions and skills are generic to both sectors, both follow standard accounting principals and control measures are applicable to both to ensure that predetermined objectives are achieved. Those are the differences and similarities of public and private management. Although there is a broad spectrum of disciplines which can be involved with considerable success. We will focus only on those disciplines that seem more approachable. They are Political Science, Economics, Developmental Administration/ Management, Etnology, Management Science and Sociology. Political Science can be defined as the scientific study of politics. Fields and subfields of Political Science include political theory and philosophy, national political systems, international politics, public administration, political institutions and political behaviour. (Van der Waldt and Du Toit, 1999:61) Political Science studies the public or government sector in terms of its political context, as opposed to Public Administration, which concentrates on the internal functioning of executive government institutions (Cloete, 1986 in Van der Waldt and Du Toit, 1999:61). Economics studies individuals as economic entities and their behaviour in economic affairs that is how they use scarce resou rces (Cloete, 1986, in Van der Waldt and Du Toit, 1999:61). According to Cloete, Public Administration and Economics are inextricably linked. Development Administration developed as a specialised field of study from Public Administration. (Van der Waldt and Du Toit, 1999:61) Public Administration may well be concerned with the overall improvement of living standards. It implies development but a need nonetheless exists for a discipline specialising developmental principles and morals. Ethnology aims at creating a better understanding of developing communities. In this way, insight is gained into the way of life and institutions of different racial groups, including the way in which they conduct their public affairs. (Cloete, 1986 in Van der Waldt and Du Toit, 1999:61) According to Cronje, Neuland and van Reenen (1987 in Van der Waldt and Du Toit, 1999:62), management science studies private enterptises in the search for ways to improve their functioning. Sociology involves the study of numerous institutions and other phenomence encountered in human society. (Cloete, 1986 in Van der Waldt and Du Toit, 1999:62) There are various disciplines in Public Administration and new theories and approaches develop as a result of the interaction between academics and practitioners who study and practice the individual disciplines. Successful management of an institution is closely related to the way people are managed in that institution and it is important that managers understand the individuals in the institution. A manager has to be a psychologist, sociologist, anthropologist and political scientist all at the same time to understand and motivate your employees. There are three guidelines a manager needs to follow. They are guidelines from the body politic, guidelines from community values and prescribed guidelines. Guidelines from the body politic includes political supremacy which is ministers are the political head of public institutions and therefore have authority over the actions of officials, public accountability which includes the public responsibility of the legislative judicial an executive authorities with regard to service delivery and conduct which is in the public interest and tenets of democracy which implies that those who govern must not abuse the power vested in them in their personal in terest or in the interest of one population group only and that deliberations and consultations with the community must take place. Guidelines from communities values include religious doctrines and values systems, fairness and reasonableness, balanced decision-making, thoroughness, probity and honesty, and efficiency and effectiveness. Prescribed guidelines includes legal rules which is every action of a public official must be within the limits of enabling provisions of Acts and regulations, fundamental rights which are binding on all legislative and executive organs of state at all levels of government and it provide for equality, the right to life and respect for protection of dignity, Code of ethics or conduct which specialist unit within the public sector has a set of guidelines governing conduct, the conduct usually do not have any legal authority, but are simply guidelines that have been formed over time, right to information held by the state which is provided in terms of s ection 32 of the Constitution is also important with regard to internal ethical conduct, Just administration action is the normative principles of Public Administration. Measures to prevent unethical conduct are training and development of officials by means of courses, among other things, control measures and checkpoints, participation in departmental decision making, the elimination of excessive secrecy, media coverage of unethical conduct, politically dishonest officials can be removed during elections, the public service commission, the auditor general in his / her capacity, the public protector who looks after the interest of the public, administrative law and legal rules and a code of ethics or conduct for every profession, occupational group and field of activity. There are three different environmental levels in the public institution. The levels are macro-level or general level, the intermediate level and the micro-level or specific level. Micro-environment or internal environment is defined in more specific operational terms. Kast and Rosenzweig (1974 in Van der Walt and Du Toit, 1999:102) define the internal level as an attempt to classify and describe the focus that have an influence on the institution specifically. (Schwella 1983 in Van der Waldt and Du Toit, 1999:102) describes the micro-environment as that part of general environment that is potentially relevant for the setting of objectives. The specific environment is thus more concrete than the general environment. It may directly influence the availability of resources to be the organisational unit. The influences it may have include supplying, withholding, decreasing or increasing the recourse used by the institution (Van der Waldt, 1992 in Van der Waldt and Du Toit, 1999:102). Th e core components of micro environment is mission, goal, strategy, resources, institutional culture, inter regulars, external regulators and information. The intermediate environment or task or client environment induces al institutions, groups, individuals and influences with which the institution has direct outward interaction because public institutions are essentially providers of services. The community should be the most important component of the intermediate environment. Another intermediate environmental component is regulators that control and regulate the relationship between an institution, its suppliers, clients and competitors. Regulators include policy, laws, procedures and standardsà ¢Ã¢â ¬Ã ¦Opportunities and threats in the intermediate environment pg102 have a direct implication for the functioning and management of an institution.(Van der Waldt and Du Toit, 1999:102) Intermediaries or facilitation acts as agents linking the macro and micro-environment. Another factor that plays a significant role in the provision of services is ethical norms and standards that are derived from the community. (Van der Waldt and Du Toit, 1999:102) According to Schwella (1991 in Van der Waldt and Du Toit, 1999:100) the macro- or general environment level consists of political, economic, legal, social, cultural and technological components. It includes influences outside the boundaries of the institution that is all factors external to the institutions micro- and intermediate environments that influence the functioning of both these environments. It is important to note that these environmental components are interdependent and that there are no absolute distinctions between them. Events in one environment can lead to changes in environments. (Van der Waldt and Du Toit, 1999:101) Before, public managers were expected to present good ideas about which director the state should take, to decide on courses of action or goals to be accomplished and to use their influence or control to sway the opinions and the views of the staff in that certain direction. A more modern approach indicates that the future leader will be someone who assists the organisation in understanding its needs and potential combines and formats the vision of the group and catalyses the occurrence of group action. The leader will also not just be the head, but will play out every ones roles. Future public managers will need to be able to do certain things by utilising, among others, the following skills and abilities: leadership, deliberation and the skills associated with it viz. mediation, teamwork, negotiation and problem-solving etc. in various cultural settings; communication skills such as written, graphic, oral, technological and foreign languages; the skill of gathering, analysing and evaluating information; being able to critically (using different views and opinions), creatively (having the ability to come up with different ideas) and ethically (not infringing on anyones rights and moral obligations) reason; human relations i.e. dealing with staff, clients etc., which is vital for attaining success in a world that is so diverse in culture and ever changing; commit themselves to their own physical, emotional and psychological wellness, as well as that of others around them; have the ability to appreciate the human experience as being diverse which includes activ ities that are aesthetic and creative; display behaviour that is in accordance with the ethical principals and civic virtues normally displayed by good and responsible citizens of the immediate community, the state or province, the nation and ultimately the world; thinking critically, creatively as well as ethically; interpersonal (with themselves), intra-group (within a specific group) and inter-group (amongst different groups) skills which are important for attaining success in a world so complex; etc. According to Fox et al. (1991) and McCurdy (1995), a public manager has to adopt some new attitudes, which go against the rigid and bureaucratic inclinations of the past. (Southern Business School, 2007:118 119) They suggest that a public manager should become a crusader, an organiser, a pro-active policy formulator, a social change agent, a crises manager, a humanitarian, an interest broker, etc. for this they will need to be critical and honest about themselves and their own positions and allow personal change.
